In "Copyright Pre-Registration Coming Soon to the U.S.," Bill Heinze reports that, under the new Family Entertainment and Copyright Act of 2005, the Register of Copyrights will "issue regulations to establish procedures for preregistration of a work that is being prepared for commercial distribution and has not been published."
